To our lifetime members and annual members whose dues are current, I will be sending out a zoom invitation later this week.? Hopefully we can get all the electronics working so speakers can be heard. By the end of the week, many longtime members were already saying it ranked among our very best conventions ? and it?s hard to disagree. Set against the cobalt blue waters of the Florida Keys, this year?s event delivered both substance and spectacle. Highlights and Key Points: *? ? Shackleton Submarine Dives: A defining highlight was watching the Shackleton submarine dive over two days in extraordinary conditions ? 60-foot visibility in clear, sunlit water of the Atlantic Ocean, 5 miles off the coast of Key Largo.? Seeing her operate in that environment was nothing short of spectacular.? Photographs simply don?t capture the clarity of the water or the precision of the dives.? It was the kind of experience that reminds you why we do this.? All attending members had an opportunity to participate in dive operations and surface support. *? ? Technical Program: We were honored to hear from representatives of Florida International University (FIU), Central Michigan University (CMU), and the National Oceanic and Atmospheric Administration (NOAA).? Presentations included discussion of the Aquarius Reef Base, the evolving roles for small submersibles in scientific research, and the current state of ocean reef health.? These sessions brought academic research, operational expertise, and forward-looking perspectives directly to our membership.? The exchange that followed was informed, energetic, and exactly what a PSUBS convention should foster. *? ? Federal Engagement: In addition to the technical program and field operations, PC2026 also marked significant progress in our engagement with key federal stakeholders.? Behind the scenes, constructive engagement with NOAA and the United States Coast Guard (USCG) demonstrated that PSUBS continues to build trust and credibility at the national level.? Our conversations were productive, forward-looking, and reflective of an organization that is serious about safety, preparedness, and responsible operations.? Simply put, we made a strong positive impression. *? ? Community & Networking: But as always, the real strength of PC2026 was the people.? New members connected with experienced builders.? Projects were examined in detail.? Hard-earned lessons were shared openly.? The sense of momentum throughout the week was unmistakable.? Many attendees commented that this was one of our better conventions ? high praise given the strong history of PSUBS gatherings. Takeaways: *? For those who attended, PC2026 reaffirmed why PSUBS membership matters. *? For those who did not attend, this is the honest truth: you missed one of the standout conventions in recent memory. The dives were exceptional. The speakers were outstanding. The camaraderie was strong. The organization is clearly moving forward.? We look forward to seeing you at a future convention. Over the past six months since the release of the Titan Marine Board of Investigation report, PSUBS has moved from a position of potential scrutiny to one of trusted collaboration and respect. ?Through direct engagement with leadership, including LCDR Tom Whalen, the lead investigator on the Titan MBI, Jason Neubauer, Deputy Chief of the USCG Office of Investigations and Casualty Analysis, and other subject matter experts, the USCG has consistently recognized our organization?s expertise, professionalism, and commitment to safety. Our proactive approach has clearly been noticed and appreciated. Approximately one week prior to the 2026 PSUBS Annual Meeting in Islamorada, Florida, the USCG requested information for SAR preparedness?including vessel details, personnel rosters, itineraries, and emergency contacts?in accordance with the National SAR Addendum and established maritime safety protocols.? Please note, submittal of this information was neither a request for dive approval nor an endorsement by the USCG. >From PSUBS?s perspective, this was a natural extension of our already existing safety practices.? Our robust emergency and dive plans for affiliated events provided the USCG with all the information needed for Search and Rescue coordination, demonstrating a mutually beneficial arrangement that maintains operational autonomy.? After submittal of our plans the USCG responded with trust and encouragement?most notably, ?have an outstanding dive.? Think about that? Six months ago, the TITAN report had us worried about our hobby. ?Today, the USCG tells us: ?have an outstanding dive.? ?That?s real progress! By sharing our plans, we ensure the USCG is prepared for SAR coordination, which protects our members and operations. ?At the same time, it allows PSUBS to demonstrate professionalism, reliability, and cooperative engagement. ?This is a classic example of ?give a little, get a little,? where a small concession yields significant operational and strategic benefits for PSUBS. What we think this means for PSUBS members: ? ? 1) Operational freedom to continue safe dives and activities. ? ? 2) PSUBS influence on guidance and safety standards. ? ? 3) Collaborative, supportive USCG relationship?not punitive. ? ? 4) Rumors of shutdown are unfounded; our constructive engagement is being recognized at all levels. This progress demonstrates the effectiveness of PSUBS?s approach: proactive communication, adherence to safety protocols, and transparent engagement with regulators. ?By continuing to follow these principles, we maintain a strong position to shape the submersible industry?s future responsibly. We appreciate the continued dedication of our members and look forward to safe, successful dives amid ongoing collaboration with the USCG. SUBNOTE is analogous to NOTAMs in aviation and provides advance notification of local restrictions, required approvals, and safety considerations?essentially anything that helps operators plan dives responsibly and safely. SUBNOTE exists to give the submersible community a reliable, centralized source of information. By maintaining a single repository, we reduce reliance on word-of-mouth, prevent misunderstandings, and ensure that members have accurate, up-to-date information. The system also allows PSUBS to track trends, identify emerging issues, and advocate effectively to protect access and preserve the integrity of the hobby.? Additionally, familiarity with SUBNOTE helps members protect the hobby, preserve access to dive sites, and ensure that authorities have the information they need to respond effectively in an emergency. While our current SUBNOTE library provides guidance for U.S. waters, the system is intended for use by members worldwide and may include operational considerations in any other geographical jurisdiction as appropriate. Please help us keep SUBNOTE effective and up to date.? If you encounter any operational restrictions, approval requirements, or other issues that could benefit fellow submariners, please report them to PSUBS promptly. Your observations will allow us to create accurate SUBNOTEs, ensuring that all members have reliable information and that the community can continue to operate safely and responsibly. ? Navigable means "It must function (or be capable of functioning) as part of a commercial transportation system between states or with foreign nations." So that would include all coastal waters, the Intra-Coastal waterway on the east coast, and large lakes that span multiple states such as the Great Lakes, Lake Mead, Lake Tahoe, etc.? Small local lakes situated entirely within a single state is typically not "navigable" or under Coast Guard control.
