One way.
Another is to fill them with a clear liquid like silicon or glyzerine.
Another way is to purchase pressure tights or complete with resin filled 
led nav lights.

This is how I made my navlights:
I am using approved nav-lights bought from the local boat shop for around 
30 euros. I drilled two holes on the backside and filled the entire unit 
with transparent plastic used for conserving insects (very clear).

We made a little over 300 dives last year and they are still going strong.
